The post will be managing UNICEF's Child Protection programme, including the management of implementing partners and capacity development. The specialist post will lead the Child Protection cluster work to ensure a well-coordinated, strategic, and adequate response by all cluster members. While initial programming focused more on a more traditional child survival and development agenda, with the graduation of the country to ?high income' status in 2007, UNICEF has adjusted its approach to undertake targeted, upstream interventions that address the country's ?unfinished business?. This includes issues related to the quality and financing of services; institutional capacity; and behavioural and social norms.  Hence, the overarching goal of the 2022-25 Country Programme is to support the Government to empower all children in Oman to realize their rights and participate equitably in building a knowledge-based society and competitive economy, by Outcome 1: Strengthening evidence-based policies for children, so that by 2025 improved public finance analysis, data and evidence are used to inform social policies and programmes for children, adolescents and young people, and progress towards the realization of the SDGs.  Outcome 2: Enhancing systems and services for children, adolescents and young people, so that all children, adolescents and young people in Oman, including those with disabilities, benefit from improved social service systems and services. At this level, the incumbent is likely to manage a small unit of professional and support staff.   How can you make a difference?  Under the guidance of the Representative, the Programme Manager will be accountable for overall programme, planning, design, implementation, and administration of all programme priorities within the Country Programme Document and Country Programme Management Plan.   The Programme Manager will be expected to perform key functions, and accountabilities as described below: 1. Improving data and research on data related to children for increased use for policy and programme action.: a. Oversees the collection, analysis, and user-friendly presentation of data related to children, including strengthening national capacity to collect routinely, report and use data for policy decision-making. b. Provides timely, regular data-driven analysis for effective prioritization, planning, and development; facilitates results-based management for planning, adjusting, and scaling up specific initiatives to promote child rights. c. Contributes to the preparation of the Situation Analysis for programme development. d. Administers a consistent and transparent monitoring system, providing accurate analysis of country-level socio-political-economic trends and their implications for ongoing programmes and projects. 2. Strengthening social protection coverage and impact for children: a. Develops social protection policies, legislation and programmes with attention to increasing coverage of, and impact on children, with special attention the most marginalized. b. Identifies, generates, and presents evidence to support this goal in collaboration with partners. c. Promotes strengthening of integrated social protection systems, providing technical support to partners to improve the design of cash transfer and child grants and improve linkages with other social sector interventions. d. Undertakes improved monitoring and research around social protection impact on child outcomes, and use of data and research findings for strengthening programme results. e. Provides timely, regular data-driven analysis for effective prioritization, planning, and development. f. Facilitates results-based management for planning, adjusting, and scaling up specific social policy initiatives to reduce child poverty. 3. UNICEF Programme Management: a. Manages and coordinates technical support around child protection, social protection, public finance, education, health, and climate change, ensuring it is well planned, monitored, and implemented in a timely fashion, so as to adequately support scale-up delivery. b. Ensures risk analysis and risk mitigation are embedded into overall management of the support, in close consultation with UINCEF programme sections, Cooperating Partners, and governments. c. Supports and contributes to effective and efficient planning, management, coordination, monitoring and evaluation of the country programme. d. Ensures that the social planning project enhances policy dialogue, planning, supervision, technical advice, management, training, research and support; and that the monitoring and evaluation component strengthens monitoring and evaluation of the social sectors and provides support to sectoral and decentralized information systems. e. Collaborates with the central and local authorities to strengthen capacity on quality data collection, analysis for policy development, planning, implementation, coordination, monitoring of essential social services, with emphasis on community participation and accountability. 4. Strengthened advocacy and partnerships: a. Supports correct and compelling use of data and evidence on the situation of children coverage and impact of child-focused services ? in support of the country programme overall. b. Establishes effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society and local leaders, the private sector, and other UN agencies to support sustained and proactive commitment to the Convention of the Rights of the Child and to achieve global UN agendas such as the Sustainable Development Goals. c. Identifies other critical partners, promotes awareness and build capacity of partners, and actively facilitates effective collaboration within the UN family. 5. Improving use of public financial resources for children: a. Undertakes sector diagnosis, fiscal space analysis, budget analysis, and costing to inform UNICEF's advocacy and technical assistance to Ministry of Finance and Social sector Ministries to improve equitable allocation for essential services for children. b. Works with sector colleagues to build capacity to undertake costing and cost-effectiveness analysis on priority interventions to help inform policy decisions on child-focused investments. c. Undertakes and builds capacity of partners for improved monitoring and tracking of public expenditure to support transparency, accountability, and effective financial flows for essential service delivery, including through support to district-level planning, budgeting, and public financial management, as well as facilitating community participation. d. Where national decentralization processes are taking place, collaborates with central and local authorities to improve policies, planning, budgeting, consultation, and accountability processes so that decisions and child-focused services delivery more closely respond to the needs of local communities.   The Programme Manager will be expected produce the following key end-results: 1. The strategic and effective advocacy, planning, and formulation of programmes/projects and the achievement of sustainable results, contributes to achievement of goals and objectives to create a protective environment for children and thus, ensure their survival, development and well-being in society. 2. Achievement in programmes and projects in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promotes greater social equality in the country.   To qualify as an advocate for every child you will have? La faim, l'analphabétisme, les conflits, les maladies, l'insécurité font l'objet des revendications véhémentes de la population au point d'alimenter l'instabilité politique dans plusieurs pays et la paupérisation de plus en plus aigüe de la population. Ce contexte de fragilité, de crise et de post-crise contribue à la vulnérabilité des hommes et des femmes qui se battent quotidiennement pour leur survie. Le rêve d'une stabilité des emplois et des revenus, mieux, l'aspiration légitime pour des emplois décents s'éloigne davantage chaque jour. Cette situation est exacerbée par la survenance des différents aléas, notamment ceux liés aux effets du changement climatique, à la survenance des catastrophes naturelles et des pandémies, aux fortes tendances inflationnistes, aux chutes des cours des matières, ... Si pour les grosses entreprises la couverture face aux différents aléas est assurée, pour les PME et les petits travailleurs, surtout ceux évoluant dans le secteur informel, c'est la lutte pour la survie ou seuls les plus agiles y arrivent. Ces acteurs qui représentent près de 60% de la population active dans la majorité des pays de l'Afrique de l'Ouest et du centre méritent une attention particulière. La mise en place des différents mécanismes de protection sociale nécessite la mobilisation des différents intervenants ainsi que des ressources y afférentes. La mise en place des politiques et des programmes idoines sont nécessaires. Cette démarche légitime mérite qu'on s'y penche afin de proposer des améliorations et des solutions pertinentes qui renforcent la résilience des populations. Le recrutement du stagiaire sur les questions de la protection sociale s'inscrit dans une démarche institutionnelle pour la formulation des politiques et programmes en appui aux Bureaux pays de l'Afrique de l'Ouest et du Centre mais également des programmes régionaux.  L'équipe « moyens d'existence et relèvement économique » se penche essentiellement sur des questions qui touchent l'emploi mais également des revenus dans des contextes de fragilité, des crises et de poste crise. In particular: 1.1.    Lead the technical collaboration between CDEMA and Belize, Jamaica, ECA, and Guyana/ Suriname COs, enhancing their leadership and capacity to boost child-centered EPR at regional and national level, by supporting: 1.1.1.   the implementation and audit of the Comprehensive Disaster Management (CDM) framework 1.1.2.   the high-level coordination platforms and mechanisms, e.g., the Caribbean Development Partners Group for Disaster Management (CPDG-DM), ii to monitor hazards and impact analysis. 1.1.3.   the activation of the CDEMA Regional Response Mechanism (RRM), including the civil- military coordination, mobilizing UNICEF support and private sector engagement whenever required. 1.2.    Collaborate with the humanitarian learning centres and academia (e.g., the CDEMA's Regional Training Center, the UWI, INTEC, UNESCO) in the definition, development and roll-out of child- centred EPR trainings, to produce studies and evidence for child-focused humanitarian action and advocacy at different levels, including for the operationalization of the CDEMA's Regional Protocol for the Integrated Protection of Children and Adolescents in Emergency and Disaster Situations.,. 1.3.    Support technical and strategic alliances with UNETT, UNCT, and key partners in the Caribbean (e.g., IFRC, Red Cross Societies, Caritas, and other relevant NGOs and CBOs), to build a joint/ multi- country EPR programmes implementation, involving joint early warning systems, supplies & logistics strategies, joint information management (e.g., for data readiness, and through platforms such as the Caribbean Risk Information System, GeoCRIS or CCRI-DRM), capitalizing on joint advocacy and networking, resource and human resources sharing.   2.       Guide and support the work of the COs with National Disaster Offices (NDOs): Strengthen collaboration networks and procedures for enhancing inter-sectorial coordination for child-centered emergency preparedness and response. In particular: 2.1.    Assist NDOs to consolidate the strategic and operational linkage with CDEMA through the implementation of the CDM framework, the development and audit of national work plans in relevant countries (only for Belize, Jamaica, Guyana/Suriname, and ECA COs). 2.2.    Support national inter-sectorial coordination by establishing coordination platforms and thematic working groups as needed, and by enhancing their Information Management tools and mechanisms. 2.3.    Enhance child-centred inter-sectorial contingency and emergency planning, including meaningful preparedness and Anticipatory Actions to mitigate the disaster impact. 2.4.    Encourage the exchange of experiences and south-south cooperation, including outside the LAC region, to enhance private sector engagement (e.g., Philippine experience and the work through the Chambers of commerce) and ensure the integration of cross sectorial approaches such as the Accountability of the Affected Population (AAP), Gender equity, and inclusion of people with disabilities, among others.   3.       Guide and support the work of the COs with Line Ministries: Enhance national preparedness for more shock-responsive systems in Health, Nutrition, WASH, Education, Child Protection and Social Protection with line ministries. In particular: 3.1.    Strengthen sectoral coordination, capacities, processes, and tools, to consolidate line ministries' sectorial leaderships on emergency preparedness and response work. 3.2.    Institutionalize bridging mechanisms to facilitate inter-sectorial coordination through NDOs, including the revision /update of emergency and contingency plans, the development and testing of standard operating procedures (SOPs) and activation protocols for the implementation of anticipatory actions and early actions. 3.3.    Support the operationalization of the CDEMA's Regional Protocol, carrying out sectorial bottlenecks analysis and establishing institutional arrangements required for national preparedness strengthening, monitoring and evaluation. 3.4.    Identify opportunities for business engagement and capacity building in WASH, Education, Child Protection and other UNICEF-led sectors, to support sectorial preparedness and response.   4.       Lead the work with the private sector and other partners, at regional and subregional levels: Develop existing and new partnerships to boost collaboration, knowledge and resources sharing, capacity building, resource mobilization, and policy influence, at subregional and country levels. In particular: 4.1.    Promote strategic engagement of business in child-centered EPR, leveraging on existing national and subregional networks in the Caribbean, to enhance joint planning, communication and advocacy capacities, innovation, experience sharing and knowledge management. 4.2.    Leverage successful business engagement experience in the Caribbean, but also in BCR pilot countries (ECA, Guatemala & Peru), to accelerating similar engagements across LAC (including with sub-regional mechanisms). 4.3     Promote operational partnership with business for child-centered EPR, aiming to both financial and non-financial resource sharing and contributions to UNICEF, including supplies, logistics assets and capacities, human and technical resources, focusing on joint multi-sectorial and multi-level EPR on Health, Nutrition, WASH, Education, Child Protection and Social Protection, along with early warning, early actions, and anticipatory actions (e.g., ICT, media, communication and tourism).   To qualify as an advocate for every child you will have? Coordinate and support the rollout/implementation of the Complaint Feedback and Redressal Mechanism (CFRM) Procedure - Strengthen COs capacities to develop and improve access to integrated, safe, gender and age-sensitive feedback, complaint, and redressal mechanisms, in line with the CFRM Procedure. - Support COs in regularly analyzing and bringing feedback trends and insights to the senior management decision-making fora to foster improvement and adaptation of CO's programmes, activities, operations and supply chain. - Coordinate the establishment and operation of the Regional Office CFRM. - Train RO staff, complementary staff and implementing partners staff on how to receive and handle the different types of feedback that might be disclosed to them. - Support visibility and sensitization efforts to raise awareness about the CFRM among all stakeholders with whom UNICEF interacts. - Act as the RO focal point for feedback issues that might be escalated from the different COs. - Convene the RO Complaints and Feedback Management Committee (CFMC). Ensure that feedback trends and insights from across the region are regularly analyzed and brought to the senior management decision-making fora within and beyond the RO (HQ Divisions), to foster improvement and adaptation of UNICEF's programmes, activities, operations, and supply chain. 3. Provide ongoing technical support for country offices on the PSEA Portfolio - Contribute to the implementation and roll out of global and regional guidance and strategies to improve efforts to address SEA including survivor assistance, SEA risk assessments and engagement with government and other partners. - Provide technical support to COs for implementation of survivor assistance to ensure survivors have access to appropriate services i.e., medical, psychosocial, legal and material support, in accordance with the UN Victim Assistance protocol. - Work closely with the Programme Specialist for IP Management and Risk Management team to operationalize the requirements for PSEA Assessments of CSO Implementing Partnerships and overall risk management policies and procedures. - Strengthen implementation of COs PSEA inter-agency initiatives/networks, including the setting-up of in-country PSEA Networks - Represent UNICEF on the inter-agency PSEA regional working group and on UNICEF HQ coordination groups and maintain close relationship with focal points in other regions. - Regularly support COs capacity building efforts including co-facilitating PSEA training modules for UNICEF and IPs staff as appropriate on international standards on PSEA, roles and responsibilities, and how to submit and receive complaints and strengthening GBV services for survivor assistance. - Provide technical support to COs, identify trends, needs, challenges, good practices and escalate them to HQ for continued improvement. 4. Provide ongoing technical support for country offices on the AAP Portfolio - Support countries in the design and implementation of strategies and action plans to scale up Accountability to Affected Populations (AAP) - Ensure the mainstreaming of AAP in program planning procedure, implementation, and monitoring in alignment with the global efforts in this area, and make sure to support countries implement mainstream AAP in these processes at their level. - Supporting advocacy, networking and capacity building of RO and COs staff for improved understanding, and adoption of, AAP principles and approaches. - Develop capacities of country staff on AAP including on AAP approaches in both humanitarian and development contexts, within UNICEF and at interagency level. - Revise and support country plans that provide strategic emphasis on vulnerable groups ? including adolescent girls, children living with disabilities, minority groups etc. - In line with the global policy, promote a common understanding of aligned approaches in AAP and Safeguarding / PSEA. Advise COs to minimize the duplication of efforts, integrate AAP and community engagement into PSEA initiatives for greater reach and effectiveness, and ensure that approaches set up for AAP meet PSEA requirements. - Review regional response plans, or regional strategies and ensure the inclusion of a strong AAP lens - Ensure that an AAP budget is included in regional appeals and fundraising initiatives. - Develop means to track progress on AAP strategy implementation in countries and support the AAP Country Standard Indicators revision for the region. - Convene an internal cross-sector group of focal points to share AAP/CE experiences across the region. - Strengthening AAP evidence generation, innovation and knowledge management and exchange - Represent UNICEF and provide technical coordination in the interagency fora on AAP; contribute actively to regional AAP networks to help advance interagency AAP results and promote linkages with PSEA.   To qualify as an advocate for every child you will have? The following minimum requirements: Education: - An advanced university degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field. Managing Director - Hear the World Foundation

Sonova puts this responsibility into practice through the charitable Hear the World Foundation (HTWF). In this position you will be responsible for the management of the Hear the World Foundation, the Corporate Foundation of Sonova, by driving its new strategy, maximizing its social impact and ensuring the delivery of all projects at the highest quality standards.     Your tasks will be: Strategy - Driving the HTWF strategy - Driving (defining and executing) the strategy of the Hear the World Foundation, which has a strong focus on maximizing social impact, increasing the sustainability of the projects supported and fostering a culture of excellence. - Defining and implementing roadmaps to transform structures, processes, and portfolios – according to the strategic direction. Impact Management - Further professionalizing the foundation management, as well as leveraging accessible infrastructure and resources to gain efficiency and impact. - Social Impact & Sustainability - Based on a meaningful measurement of social impact, strengthen a fully KPI-based management of the foundation and its partners. - Being responsible for further increasing social return on investment for the foundation; and supporting the transformation into a proactive grant-making organization. Leadership & Operations - Leading the Hear the World Foundation team, which is part of the Sonova organization, providing guidance and direction to the executive team to ensure cohesive execution of strategic objectives. - Preparing and supporting the meetings of the Foundation and the Advisory Board, and management of the Advisory Board. - Manage foundation budget and yearly audit to ensure the foundation is aligned with Swiss foundation legal and administrative requirements. - Ensure daily operations are set-up in a way that supports proactive grant-making, leading to a project portfolio that fully supports the foundation's impact KPIs.  Global and Local Partnerships - Cultivate strategic partnerships with key stakeholders, including government agencies, NGOs, academic institutions, and industry leaders. - Develop and implement strategies and partnerships to enhance the long-term sustainability of projects supported by the foundation. - Whilst driving impact and ensuring programs are evidence-based, ensure that all projects are handled with maximum care, sensitivity to local realities, and at the highest quality standards. - In Switzerland and beyond, cultivate and maintain a broad network and strong relationships with Foundations and International Cooperation Organizations and Institutions Fundraising & Leveraging - Ensure trustworthy and diligent handling of funds at all times. - Develop the foundation's funding sources and ensure the foundation is sufficiently funded, both through the Sonova donation as well as external funding, in line with the foundation's status as an independent organization. - Build up a professional fundraising approach for the foundation, to grow resources and maximize social impact Communications & Reputation - Raise the profile of the foundation across relevant stakeholder groups and articulate its unique vision and mission in support of its strategy - Represent the foundation at conferences, events, and meetings to raise awareness and build relationships within the hearing care and non-profit community. - Interact and represent the HTWF in global networks for Corporate Foundations Activation & Engagement Programs - Amplify HTWF activation within Sonova with the aim of making Sonova employees worldwide ambassadors for the cause - Engage and activate other Sonova stakeholder networks to support HTWF's purpose.   Your profile: - University degree in economics (or comparable), paired with extensive knowledge gained in a fundraising environment; proven track record in foundation management, including fundraising - 10-15 years in a relevant field combined with a proven track record in project management and leadership (directly managing teams of up to min 5-10 people) - At least 5 years experience in development cooperation, in a non-profit environment - Proactive and self-starter personality with an entrepreneurial mindset - True team player with a friendly and diplomatic attitude - Fluent English and German language skills (interacting with Swiss authorities) - Willingness to travel up to 20%   Our offer: We can offer you a new challenge, with interesting tasks and much more – including an open corporate culture, flat hierarchies, support for further training and development, opportunities to take on responsibility, an excellent range of foods, sports and cultural facilities, attractive employment conditions, and flexible working time models in various roles.
